This is a term used by the OECD to describe a group of countries. These countries are Albania, Bulgaria, Croatia, the Czech Republic, Hungary, Poland, Romania, the Slovak Republic, Slovenia, and the three Baltic States, which are Estonia, Latvia, and Lithuania.
